2.2 Although some items are not dangerous items, they are dangerous and should be managed more intensively.

3. Production and use
3.1 Equipment for the production and use of chemical dangerous goods should be set up accordingly according to the type and performance of the dangerous goods and the degree of fire hazard and poisoning during the production process. Safety facilities such as exhaust, ventilation, fire protection, explosion-proof, dust-proof and anti-virus, pressure relief, cooling, moisture-proof, lightning protection, backfire prevention, static electricity elimination, emergency discharge, isolation operation and automatic alarm.
3.2 For dangerous goods stored in the production workshop, the storage time, location and maximum allowable
storage quantity should be specified according to production needs. Raw materials and finished products should be tested to avoid accidents due to substandard ingredients.
3.3 Operators in places where highly toxic substances are produced and used must correctly wear special protective equipment and equipment (for example, glasses must be worn in acid and alkali working positions, and masks must be worn when handling problems). It is strictly forbidden to touch highly toxic substances directly with your hands, and you are not allowed to eat or drink in places with highly toxic substances. 3.4 Containers for packaging hazardous chemicals must be inspected before use to eliminate hidden dangers. 3.5 In places where flammable and explosive goods are produced or stored, the electrical, power equipment, lighting devices, instruments and switches should be based on the nature of the dangerous goods and the "Electrical Equipment for Explosive and Dangerous Goods Places" issued by the state. 3.6 When transporting liquid items, measures should be taken to prevent leakage and eliminate static electricity. When transporting solid oxidants and flammable solids, friction and impact should be prevented.
3.7 It is prohibited to use open flames to heat flammable and explosive items. During high-temperature reactions or distillation operations, if flue gas, organic heat carriers, electric heat or lighting must be used for heating, measures should be taken Strict isolation measures.
3.8 All pipelines used for production gas, toxic and harmful gas steam, water, etc. must be separated from domestic steam (water) pipelines. Working gas (liquid) pipelines with different purposes should not be connected.
3.9 The discharge of waste water (gas), waste residue and dust generated during the production or use of hazardous chemicals must be handled in accordance with the standards set by the relevant national regulations.
3.10 It is strictly forbidden to use first-class flammable liquids to clean machinery and equipment, vehicle parts and work clothes.
3.11 The maintenance of flammable and explosive equipment and pipelines must be strictly carried out in accordance with the company's "Hot Fire Management System" and "Safety Maintenance System".
4. Storage and custody
4.1 Warehouses that store large amounts of dangerous chemical goods should be equipped with corresponding explosion-proof, pressure-relief, fire-proof, lightning-proof, alarm, sun-proof, and temperature-adjusting equipment according to the nature of the goods and the specifications. , eliminate static electricity, fire embankments and other safety devices and facilities.
4.2 Only the same type of chemical dangerous goods can be stored in the chemical dangerous goods warehouse. Different varieties must be stored in piles. Excessive storage is not allowed. There should be a certain safety distance and smooth roads should be ensured.
4.3 Arrange the cargo space for the chemical reagent hazardous materials warehouse to avoid mixed storage. Chemical hazardous materials whose chemical properties, protection or fire-extinguishing methods conflict with or affect each other are absolutely not allowed to be stored in the same warehouse.
4.3.1 Oxidizers must not be stored in the same warehouse as flammable and explosive items.
4.3.2 Items that can spontaneously ignite or burn when exposed to water must not be stored in the same warehouse as flammable and explosive items.
4.4 Chemical hazardous substances that are explosive when exposed to water and decompose when exposed to high temperatures, low temperatures, or exposure to sunlight, as well as liquefied gases, must not be stored in humid, water-prone, high-temperature, or low-temperature locations respectively. 4.5 There should be an appropriate distance between the hazardous chemical goods warehouse and the production and living areas, and a certain number of fire-fighting facilities should be equipped.
4.6 Chemical hazardous materials warehouse management personnel (including warehouse workers) must undergo the company's third-level safety education. After passing the examination, they will be issued a safe operation certificate by the unit before they can work.
4.7 The management personnel of hazardous chemical goods should be those with strong sense of responsibility, specially trained personnel who are familiar with the nature of dangerous goods and common sense of safety management.
4.8 Warehouse entry and exit issuance system for dangerous chemical goods:
4.8.1 Before entering the warehouse, dangerous chemical goods should be carried out in accordance with the contract or warehousing form or inspection form. Inspection, acceptance and registration. The acceptance contents include:

4.8.7 When repairing, replacing, cleaning, loading and unloading flammable and explosive materials, copper, alloy or other tools that do not produce sparks should be used

5. Loading, unloading and transportation
5.1 The loading, unloading and transportation of chemical dangerous goods must be assigned to personnel with a strong sense of responsibility and who are familiar with the general properties of dangerous goods and safety precautions.
5.2 Personnel loading, unloading and transporting chemical dangerous goods should hold safety certificates and wear corresponding protective equipment according to the nature of the dangerous goods being transported. They must be handled with care when loading and unloading, and collisions and rolls are strictly prohibited. , dropping, dragging, heavy pressure and friction, the packaging containers must not be damaged, pay attention to the signs, and stack them securely.
5.3 Before and after loading and unloading of dangerous chemical goods, the carriages and warehouses should be ventilated and cleaned, and no residue should be left. Vehicles that have been loaded with highly toxic substances must be washed clean after unloading.
5.4 Chemical dangerous goods that may collide with or come into contact with each other and may cause combustion, explosion or other hazards, as well as dangerous goods with conflicting chemical properties, shall not be mixed and transported on the same vehicle in violation of assembly restrictions.
5.5 When shipping dangerous chemical goods, people and goods must not be mixed. When transporting explosive, highly toxic and radioactive dangerous goods, special personnel should be assigned to escort them, and the number of escorts should not be less than 2.
5.6 Vehicles transporting dangerous goods should strictly prevent external open flames, choose roads with flat pavement as much as possible, and are not allowed to drive or stay on busy streets. Vehicles must maintain speed and safety while driving. The distance between vehicles is strictly prohibited. Speeding, overtaking and forced overtaking are strictly prohibited.
5.7 The exhaust pipe of motor vehicles transporting flammable and explosive items must be equipped with a flame arrester and equipped with fire extinguishing equipment. 5.8 When transporting dangerous goods such as explosives, flammable liquids, flammable gases, highly toxic and radioactive materials, they must be packaged firmly and tightly, and transport vehicles that meet safety requirements must be used:

6. Disposal
6.1 Post-use packaging of highly toxic substances must be strictly managed, registered and registered for recycling, and a designated person shall be responsible for handling it.

6.1.2 Packaging containers must be destroyed under the supervision of a person designated by the production department.
