1. Citizens applying for ordinary passports shall submit authentic and valid materials to the exit-entry administration department of the public security organ of the local people's government at or above the county level where their household registration is located.

2. If the application materials are complete and conform to the legal form, the accepting institution shall require the applicant to sign the application form on the spot after accepting it, and inform the applicant that the signature will be scanned into the passport information page.

3. The public security organ shall issue a passport within fifteen days from the date of receiving the application materials; In case of emergency, it shall be issued within five working days.

The materials required to apply for a passport are:

(1) A recent bareheaded photo, and a complete Application Form for Ordinary Passport of China Citizens;
