Chapter IV Legislative Procedures of the Municipal People's Congress Article 11 The Presidium of the Municipal People's Congress may submit a bill of laws and regulations to the meeting of the Municipal People's Congress for deliberation. Article 12 The Standing Committee of the Municipal People's Congress, the Municipal People's Government and the special committees of the Municipal People's Congress may submit a bill to the Municipal People's Congress, which shall be decided by the presidium to be included in the agenda of the meeting. When necessary, the executive chairman of the presidium may convene a meeting of heads of delegations or relevant representatives recommended by delegations to discuss major issues in the draft regulations and report the discussion and opinions to the presidium.
