1. Scope of secret documents
Article 1. Any documents, files, telegrams, charts, information, books, publications, teaching materials, photos, audio tapes, video tapes, plans that cannot be published publicly and involve party and state secrets. Rough proofs and proofs, typing wax paper, waste copy pages, remaining printing copies, etc. formed in the process of producing documents and materials all fall within the scope of the management of secret documents as referred to in these Measures.
Article 2: Secret documents are classified into three levels: top secret, secret, and secret according to the degree of confidentiality. Each unit should draft secret documents in accordance with the spirit of the "Interim Regulations of the General Office of the Central Committee of the Communist Party of China on the Management of Secret Documents" (Zhongfa [64] No. 627 Document) and the relevant regulations of the superior authorities, combined with the actual situation of the unit Classification details.
Article 3 Documents, publications, information, pictures, etc. that are not suitable for public release can be used as internal materials and are not classified as confidential, but they should be carefully preserved and must not be leaked to the outside world without the permission of the competent department.
Two. Document production and distribution
Article 4 The document production and distribution department shall determine the appropriate confidentiality level, printing, sending range and reading level based on the document content, confidentiality level and work needs. Article 5 Secret documents must be printed in strict accordance with the approved number of copies and must be printed by internal confidential printers or printing units with confidentiality conditions. Top-secret documents must be printed by a designated person.
Three. Document Management
Article 6: The secretarial department of each unit is a confidential department responsible for the management of secret documents. It is the hub for the sending, receiving and operation of secret documents. It must strictly enforce the responsibility system and do a good job in receiving and handling secret documents. Confidentiality work in all aspects such as registration, distribution, operation, clearance, filing, storage, destruction and transfer.
Article 7. Confidential documents brought back from meetings must be handed over to the document management personnel of the secretarial department and may not be kept by individuals.
Article 8 Confidential documents should be opened by the person in charge of the documents. Documents opened by the leader should be opened by himself or a designated person. Others are not allowed to open and read them on their own.
Article 9 Regulations on reprinting and photocopying of documents shall be strictly enforced. Documents issued by superior authorities are confidential and secret-level documents and must be reproduced and forwarded with the approval of the municipal party committee or the municipal secretary-general in charge. Any documents that are top secret or marked not to be reproduced are not allowed to be copied or reproduced by yourself. If it is necessary to copy due to work needs, it must be approved by the document production department, and the number of copies must be strictly controlled, and the scope of use must not be changed.
Copies must be handled in the same manner as the originals.
Article 10: Units at or above the county or regiment level that do not have full-time clerical personnel will not be issued documents.
Article 11 Secret documents must be stored in a warehouse or filing cabinet with confidentiality protection. Secret documents that are used in daily use should be properly kept and locked in the cabinet after use.
Four. Document Reading
Article 12. Secret documents must be communicated and read strictly within the prescribed scope. Without the consent of the document-producing department, the scope shall not be expanded on its own, nor shall the contents of the document be disclosed to unrelated persons.
Article 13 When circulating secret documents, confidential personnel must fill in the circulation form and control it in a unified manner. After reading, they should return it voluntarily and do not circulate it horizontally. For urgent documents, confidential personnel must promptly urge them to process them.
Article 14 Secret documents should be read in the office or reading room and shall not be taken to dormitories, hospitals or other public places.
Article 15: Strict borrowing procedures must be followed when borrowing confidential documents. Top-secret documents should be returned on the same day and borrowed again. Borrowers are responsible for the security and confidentiality of documents and are responsible for returning them on time. Clerical staff should promptly recover lent documents.
Article 16 Without the approval of the organization, individuals are not allowed to excerpt the contents of secret documents at will, and are not allowed to use secret documents and internal information to write articles for public newspapers and periodicals.
Five. Document Delivery
Article 17 The following regulations must be followed when delivering secret documents:
(1) When sending to other places, they should be delivered by the confidential communications department and ordinary postal services are not allowed. Important confidential documents must be delivered by confidential transportation or escorted by two dedicated personnel.
(2) Delivery within the city, delivered by confidential personnel. Top-secret documents and coded telegrams must be delivered by confidential personnel in special vehicles.
(3) For internal delivery within the unit, there must be a dedicated person in charge and strict sign-in procedures. Unrelated personnel are not allowed to collect or deliver on behalf of others.
(4) Deliveries to overseas agencies must be handled in accordance with the relevant regulations of the Ministry of Foreign Affairs, and the name and nature of our secret agencies must not be exposed in public correspondence.
(5) Documents, information and correspondence sent to our institutions in Hong Kong and Macao must be forwarded through the confidential "Eighth Office of the Guangdong Provincial Committee" and are not allowed to be mailed directly to Hong Kong and Macao.
(6) Documents must be sealed, marked with confidentiality levels, and placed in document packages or boxes. The documents must be kept close to the person and sent directly to the recipient. No other person is allowed to go there, and the signature procedures must be strictly followed.
Article 18 When cadres go out to work, they are not allowed to carry top-secret or confidential documents with them. Cadres are not allowed to carry all kinds of secret documents when going abroad to work. If there are special needs, they will be implemented in accordance with the relevant regulations of the Ministry of Foreign Affairs.
Six. Document Verification and Removal
Article 19 The document management personnel of each unit should verify the secret documents in their custody: top secret documents should be verified once a week; confidential documents should be verified every half month; secret documents should be verified once a month.
If any missing documents are discovered during the verification, they should be searched immediately, and any confidential or above-mentioned documents should be immediately reported to the superior authority.
Article 20: Municipal units shall clear out the files of their subordinate units every quarter. At the end of March every year, the two general offices of the Municipal Party Committee and the Municipal Government report the removal of various secret documents from the previous year to the Municipal Secrecy Committee.
Seven. Document handover
Article 21 When an organization is cancelled, merged, the original organization’s confidential documents should be handled along with the documents and files according to the following methods:
(1) If they should be cleared, they should be returned The original issuing department;
(2) If it should be archived, the files should be compiled and transferred to the archives department;
(3) If it needs to be taken to the merged unit, it should be moved to the merged unit;
(4) If it has no preservation value, it will be destroyed according to regulations.
The original organization should register the documents and files according to the above method and hand them over carefully. The work can only be completed after reporting to the superior authority and obtaining approval.
Article 22 When the work of the personnel handling secret documents changes, the secret documents in their possession must be counted and handed over. When all staff members (including leading cadres) are transferred to work, they must not take away confidential documents for personal use without permission, let alone destroy or abandon them at will. They must hand over everything clearly before leaving.
Eight. File filing and archiving

Nine. Document Destruction
Article 24 The destruction of secret documents must be registered in a register and subject to review and approval by the leadership; no individual may destroy or dispose of it on his own.
Article 25 When destroying secret documents, special personnel must be sent to the designated paper mill to supervise the destruction. The five districts in the city arrange for Qingdao Paper Mill and People's Paper Mill to supervise sales. Each county (city) and Huangdao District must select a paper mill with confidentiality conditions to supervise sales based on the actual situation. During the process of loading, unloading, transportation, and sales supervision, safety measures must be taken to prevent loss or theft.
Article 26 All confidential documents and information are not allowed to be sold to material recycling departments or private individuals.
Ten. Conditions and responsibilities of confidential personnel
Article 27: Each unit is equipped with confidential personnel to manage secret documents. (3) Exemplarily abide by the central government’s ten confidentiality rules and relevant provincial and municipal confidentiality regulations.
(4) Document management is clear, all procedures are complete, documents are processed in a timely and accurate manner, and confidentiality is not compromised.
Article 29: Units that print secret documents must strengthen confidentiality education for employees, implement confidentiality measures, and ensure safety during the document printing process.
Eleven. Reward and Punishment Measures
Article 30: Those who strictly implement the confidentiality system and have outstanding performance in confidentiality work; those who timely discover others' violations of the confidentiality system, plug leaks and leaks to avoid heavy losses; those who disregard personal safety in critical situations Those who maintain and protect the safety of confidential documents should be commended and rewarded.
Article 31 Anyone who violates the confidentiality system and causes the loss or leakage of secrets (including the loss of secret documents) shall be criticized and educated or given party and political disciplinary sanctions according to the seriousness of the case, until legal liability is pursued.
Twelve. Supplementary Provisions
Article 32 Each unit shall formulate detailed rules for the management of confidential documents based on these measures and in conjunction with the actual needs of the unit's work.
Article 33 The party and government leaders of each unit must effectively strengthen their leadership over the document management work of their units, implement these measures in an exemplary manner, and supervise and inspect the implementation of these measures.
These Measures shall be implemented from the date of promulgation in 1987.
General Provisions
Article 1 These regulations apply to the confidential secretarial work of agencies, departments and leading comrades at all levels.

Work
Article 6 Confidential secretaries should be familiar with the work habits of leading comrades, strive to understand the work intentions of leading comrades, and do their work accurately and timely.
Article 7: Strictly implement the "Interim Provisions on the Management of Secret Documents" at work.
Article 8: Telegrams, notices, materials, letters, invitations, etc. received every day will be prioritized and sent for processing in a timely manner without backlog.
Article 9 For longer documents and telegrams, if possible and necessary, they should be summarized and sent together with the original text.
Article 10: The documents that have been reviewed and processed by leading comrades should be carefully and carefully checked, and if there are any instructions, they should be dealt with in a timely manner.
Article 11 All confidential documents and internal materials collected shall be properly kept according to the following methods:
(1) According to different types, register numbers separately or according to the original Stored in sequence numbers.
(2) If leading comrades hold several different positions in different organs of the party, government, military, and civilians, they should register and store documents for different positions separately so that they can be processed separately.
(3) Secret documents and public documents shall be stored separately, and top-secret documents shall be strictly managed separately.
(4) When issuing documents, a registration number is required and the signature procedures must be completed.
(5) Confidential documents must be placed in office safes and filing cabinets, and rolled and locked when going out.
(6) Bring back confidential documents from leading comrades when they go out to work or attend meetings, and submit them to the document processing department of the agency for registration and safekeeping.
Article 12 The documents in custody shall be cleaned regularly according to regulations.
(1) Top-secret documents are generally inspected once every half month and returned to the original unit in a timely manner according to the circumstances, transferred to the agency's confidential room, confidentiality room, archives room, or temporarily kept properly.
(2) Other documents will be inspected and processed no later than three months. During the inspection, if documents are found to be damaged or lost, they should be reported to leading comrades and relevant units in a timely manner, and active efforts should be made to trace and remedy the situation.
Article 13 The confidential secretary does not have the right to destroy any confidential documents. Destruction of documents shall be handled in accordance with Article 21 of the "Interim Provisions on the Management of Secret Documents".
Article 14 At the end of the year, a written report on the cleanup and storage of documents should be written to the leading comrades and leading organs.
Article 15: When a confidential secretary is transferred to another job, he must give his name to the comrade who will take over the job, and the comrade must go through the signing procedures in person.
Article 16: When making phone calls or contacting external parties, the language must be accurate, the attitude must be modest, the situation must be reported truthfully, and opinions must be conveyed truthfully.
Confidentiality
Article 17 Confidential secretaries must implement the party and state's confidentiality system in an exemplary manner and regard the secrets of the party and state as life. Under any circumstances, especially at critical moments, all reliable measures must be taken to ensure the safety of secrets.
Article 18 No secret documents may be taken out of the office without permission; no secret documents may be given to anyone to read without the approval of leading comrades.
Article 19 No excerpts from secret documents may be used for personal needs.
Article 20 It is strictly prohibited to gossip about secret matters, and it is strictly prohibited to involve party and state secrets in private communications.
Article 21 Letters that indicate that they will be opened by the leading comrades in person cannot be opened on behalf of others unless authorized by the leading comrades.
Article 22: Family members and other irrelevant personnel are prohibited from entering the office, and personnel around leading comrades should be educated on confidentiality.
Article 23 It is necessary to constantly raise revolutionary vigilance, promptly report the situation of confidentiality and security work to relevant leading comrades and leading departments, and fight against all phenomena that are detrimental to confidentiality.
Organization
Article 24: Confidential secretaries are under the dual leadership of the leading comrades they directly serve and the general office (office) of the agency where they work, and are under the supervision of the confidential secretarial department of the agency where they work. Business guidance.
