Persons with college education or national vocational qualification (vocational skill level) level 3, no more than 35 years of age, stable employment in the Soviet Union, and continuous payment of social insurance (excluding supplementary payment) in the reporting unit for more than 6 months may apply for settlement after the transfer of personnel files.

Application by the employer: Applicants who meet the above conditions log on to the website of Kunshan Municipal People's Government, home page-public service-service system entrance-social security online, or enter the following address in the browser: enter the "Kunshan Smart People's Society Public Service Information System" (enterprise CA) and select the corresponding module through the CA certificate.
