4. The civil engineering projects of Shantou Special Economic Zone are managed by the Zone Management Committee. If a single project in the special zone exceeds 5,000 square meters, it should be reported to the Municipal Construction Committee for filing after the bid is determined.

2. Bidding projects must meet the following conditions:
1. It has been approved for inclusion in the city (county) annual infrastructure plan.
2. Engineering design documents and budget estimates have been approved.
3. There are funding sources to meet the project construction progress needs. The self-raised funds have been deposited into China Construction Bank as required.
4. The construction application procedures have been completed with the urban planning department.
5. The construction site is ready for construction.
6. The bidding application form and bidding document have been submitted to the Construction Committee for review and approval.
3. Main contents of bidding documents:

4. Bidding should adopt the method of public bidding, which can be bidding for all projects at one time, bidding for individual projects (buildings), or bidding for professional projects.

6. After the preliminary qualification review of each bidding enterprise by the bid review team, three to five companies will be selected to submit to the Construction Committee for review and approval to participate in the bidding.

8. Convene a bidding meeting. The design unit and the bidding unit will conduct a comprehensive technical explanation of the bidding project, answer any questions, use the "Meeting Minutes" as supplementary information to the bidding documents, and announce the method of winning the bid.
9. According to the time specified in the bidding meeting, accept the bid letter submitted by the bidding enterprise, inspect the seal, and issue a receipt. After sealing, the seal of the bidding unit and the bidding office will be stamped, and the bidding unit will properly seal it. Keep, take back the construction drawings, and return the deposit.
10. The bid review team shall review and determine the project bid. The minimum bid review period is: seven days for projects with a project cost of less than 500,000 yuan; 10 days for projects with a project cost of less than 50 million yuan to less than 1 million yuan; 12 days for projects with a project cost of less than 1 million yuan to 2 million yuan; 2 million yuan to less than 300 yuan. 12. The bidding unit may withdraw funds ranging from 3% to 5% of the project cost from the project bids as funds for bidding activities (but the minimum should be controlled to be no less than 1,200 yuan, The maximum amount shall not exceed 3,000 yuan), the main content of the fee:
1. Bidding fee: As a business expense for conducting bidding activities, the bidding office will charge one thousandth of the project cost from the bidding unit (the minimum is not less than 300 yuan, and the maximum is not more than 1,000 yuan).
2. Compensation fee: used to compensate non-winning bidders. Each unit should generally be controlled within the range of 200 to 500 yuan. No compensation will be given to bidders determined to be invalid. Article 6 Specific methods and regulations for project bidding.
1. To participate in the bidding, you must be a construction enterprise with legal personality and hold a construction enterprise technical qualification certificate reviewed and issued by the provincial construction committee. Foreign construction companies must be registered with the construction committee of this city (county) before they can participate in bidding.
2. The approved bidding enterprise shall receive the bidding documents from the bidding unit in accordance with the regulations and pay a certain deposit (two hundred yuan per single project).
3. Understand the construction site conditions and design requirements, and study the bidding documents.
4. Participate in bidding meetings, raise and clarify doubtful points in bidding documents.
5. According to the bidding requirements, formulate and fill out the bidding letter, and submit it to the bidding unit in a sealed manner on time (once the bidding letter is issued, it cannot be altered).
6. Attend the bid opening meeting on time.
7. The bid letter will be invalid if any of the following conditions occurs:
1. Tender letters and tender documents are not sealed.
2. The contract content and responsibilities are inconsistent with the requirements of the bidding documents.
3. The bidding opinion form was not signed by the person in charge of the company and the technical person in charge.
4. The bid opinion form is not stamped with a seal or the seal does not comply with the regulations.
5. The subcontracting (packaging) unit shall bid on its behalf.
6. Late bid submission.
