The overseas training plan for young backbone teachers of Northeast Forestry University is based on the overseas training plan for young backbone teachers jointly launched by china scholarship council (hereinafter referred to as the Overseas Education Fund Committee) and our university. In order to further strengthen the overseas training of young backbone teachers, speed up the internationalization of teachers, and promote the implementation of the strategy of "strengthening the school with talents" in our university, a group of reserve candidates for academic leaders who play a key role in various disciplines (majors) of our university are trained.
Second, the selection plan
(1) selection range
Mainly selected from young and middle-aged academic leaders and outstanding young backbone teachers in our school; Give priority to "2 1 1 project" to build key disciplines (majors) and language teachers.
(2) Select the scale
According to the agreement signed between the school and the Overseas Scholarship Fund Committee and the "Twelfth Five-Year" development plan for the construction of teachers in our school, the school plans to send about 20 young backbone teachers to study abroad every year.
(3) Categories and duration of studying abroad.
(1) Visiting scholar; Study abroad for 6- 12 months;
(2) postdoctoral research; Length of study abroad 12 months.
Generally speaking, the duration of studying abroad should be 12 months, and the duration of studying abroad for language teachers should not exceed 6 months.
(4) Countries (regions) studying abroad
Countries and regions with advanced education and technology.
Third, the content of funding.
The co-financing of the school and the Overseas Study Fund Committee includes a round-trip international travel and scholarship living expenses during the overseas period. British visiting scholars can apply for Benchfee in 1000. Scholarship funding standards and methods shall be implemented in accordance with the current relevant provisions of the Scholarship Fund Committee. The funds required for this project shall be borne by the scholarship committee and the school, and the expenses beyond the scholarship shall be borne by the selected personnel.
Four. Application conditions
(a) love the motherland, love socialism, have good political and professional quality, no record of violation of law and discipline, outstanding performance in work and study, and return to China to serve the development and construction of the motherland and the school after graduation;
(two) should have a solid and systematic professional basic theoretical knowledge and rich practical experience in teaching and scientific research, excellent teaching quality and outstanding scientific research achievements;
(three) must have worked in our school for 3 years, not more than 40 years old, with a doctorate or employed as an associate professor (associate researcher);
(four) in principle, there must be a clear official invitation letter from the foreign partner or to go to a foreign university or scientific research institution;
(5) Applicants with qualified foreign language scores will be given priority in the selection; If the foreign language scores do not meet the qualified conditions, they can provide test scores reflecting their foreign language proficiency for declaration. After being admitted, these personnel need to attend relevant foreign language training and obtain qualified results, or take the National Foreign Language Proficiency Test (WSK) and meet the qualified standards during this period before they can be dispatched;
(6) "Candidates for the New Century Excellent Talents Support Program of the Ministry of Education", "Candidates for the Top-notch Young Talents Support Program of Northeast Forestry University" and "Candidates for the Introduction Program of Young Key Teachers of Northeast Forestry University" are given priority in this training plan; Those who have been funded by the school to study abroad will no longer be funded by this plan.

(1) selection method
Follow the principle of "justice, fairness and openness" and adopt the methods of "individual application, grass-roots unit selection and recommendation, school audit, and the overseas study fund Committee is responsible for examination and approval". According to the needs of discipline (specialty) construction and talent training echelon construction, each unit examines and approves the training plan formulated by the reporting unit, selects and ranks outstanding young backbone teachers, and the school finally determines the funding candidates according to the recommendation of the unit and the overall development and talent training needs of the school.
(two) the application acceptance and dispatch work arrangements
(1) preliminary examination: the school issues a declaration notice, accepts the materials filled in by various units and individuals, and conducts qualification examination for 65438+ at the beginning of February each year;
(2) Determining the funding candidate: The school finally determines the funding candidate according to the recommendation of the unit and the overall development and talent training needs of the school. The time is at the end of the first semester of each academic year;
(3) Foreign language training: those who fail to meet the requirements of sending foreign languages by the overseas study fund committee selected by the confirmed sponsors need to take the National Foreign Language Proficiency Test (WSK) and meet the qualified standards or go to the Overseas Students Training Department of the Ministry of Education for foreign language training;
(4) The school is responsible for the examination, admission and application: the school determines the candidate for applying for the scholarship fund committee according to the invitation letter (including intention) and foreign language proficiency certificate provided by the applicant, and the time is determined according to the notification arrangement of the scholarship fund committee;
(5) Scholarship Fund Committee determines the applicants: Scholarship Fund Committee publishes the list of applicants after reviewing the application materials, and the time is about 1 1 month every year;
(6) Dispatch: Those who meet the dispatch conditions can contact the study abroad service center of the Ministry of Education to handle the dispatch formalities with the dispatch certificate issued by our school. Applicants should determine the time to study abroad as soon as possible according to the work arrangement and invitation time of each unit.
Six, scheduling management, assessment, etc.
(1) According to the requirements of the National Scholarship Fund Committee, in order to enable the selected personnel to be dispatched in time, all units and applicants are requested to properly arrange the training and related study and work tasks during their stay abroad according to their work needs;
(two) the admitted personnel should sign a contract for teachers' overseas training plan before sending them, and go through the formalities of approval form and deposit for sending them abroad;
(3) If the personnel admitted by the Scholarship Fund Committee visit within 6 months or more, except in special circumstances, the school will cancel their qualification to study abroad and reassign others;
(four) the funded personnel shall not give up the qualification of funding at will, and shall visit in accordance with the management requirements of the Scholarship Fund Committee, and report back to school on time when going abroad;
(5) After completing the passport and visa formalities and receiving the departure ticket from the Scholarship Fund Committee, the overseas personnel shall report the time of going abroad to the Teachers' Expert Office of the School Personnel Expert Office before leaving school. If you leave the country without telling before leaving the country, the school will handle it according to relevant regulations;
(6) Management in the scheduling process:
(1) The dispatched personnel should make a reasonable study plan for studying abroad with a serious attitude, arrange the study tasks compactly, and closely contact the cooperative tutors of the other university (scientific research institution) to ensure the learning quality and improve the professional quality as soon as possible;
(2) After the dispatched personnel arrive in the country (region) where they study abroad, they will inform the Personnel Expert Office of their admission ticket and residence address within one month;
(3) Send personnel to report the ideological trends, learning progress and research in professional fields to the school in written form every month;
(4) The school will get in touch with the tutor of the other partner from time to time to learn about the work, study and life of the dispatched personnel. Once it is found that there are phenomena such as incorrect thinking, violation of law and discipline, laziness and long-term lack of contact with the tutor, the school will report to the scholarship fund Committee according to the specific situation until the funding for the dispatched personnel is terminated and the remaining time limit for going abroad is cancelled;
(7) Return to China for assessment:
(1) Returned personnel are required to provide personal performance evaluation signed by the partner tutor;
(2) Returned overseas students write learning summaries and academic achievement reports (with academic achievements) during their stay abroad;
(3) The employing unit shall conduct a comprehensive audit according to the personal performance appraisal and appraisal opinions of the returned overseas students during their going abroad, combined with the completion of the training plan of the returned overseas students before going abroad, and report the opinions to the Personnel Expert Office after signing;
(4) Returnees should make academic reports in their own units, with the theme of learning professional knowledge of disciplines (majors) during their overseas trips and summarizing their business, feelings and experiences during their overseas trips;
(5) Returned students should have the ability to undertake bilingual teaching.
For those who fail the exam after returning home, the school will no longer subsidize any form of study abroad and visit the school, and regard this overseas experience as invalid.
