(a) all standard guns and ammunition, regardless of whether the firing action can be completed, should be identified as guns and ammunition.
(2) All non-standard guns capable of firing standard ammunition (including self-made and modified guns) shall be recognized as guns. Non-standard guns that can be loaded with standard ammunition, but cannot be fired due to the lack or corrosion of individual parts, plus related parts or can be fired after derusting, are all considered as guns.
(3) Non-standard guns that can't fire standard ammunition should be identified as guns according to the Judicial Scientific Appraisal Standard for Gun Damage (GA/T 7 18-2007), when the muzzle specific kinetic energy of the projectile is greater than or equal to 1.8 Joule/cm2.
(4) Standard spare parts (parts) special for firearms and ammunition shall be regarded as spare parts (parts) for firearms and ammunition if the drawings (copies) and part numbers of relevant parts can be provided by the manufacturer.
(5) Non-standard gun and ammunition spare parts (parts) that have the same function as the special parts (parts) for standard guns and ammunition shall be recognized as gun and ammunition spare parts (parts).
Fourth, the appraisal procedure. The identification of firearms and ammunition should go through two steps: identification and review, which are carried out by different personnel respectively. The assessor shall conduct the assessment according to the whole process of the assessment operation flow to prevent the occurrence of wrong assessment. After the appraisal is completed, a certificate of appraisal of firearms and ammunition shall be made. The appraisal conclusion in the certificate of firearms and ammunition appraisal should be accurate and concise, and the identities of the appraisers and reviewers should be marked with their own signatures and stamped with the seal of the appraisal unit. The Certificate of Appraisal of Firearms and Ammunition shall be accompanied by samples, photos of samples and other accessories.

Article 5 Anyone who has any of the following circumstances shall be convicted and punished for the crime of illegal possession and possession of guns and ammunition in accordance with the provisions of the first paragraph of Article 128 of the Criminal Law:
(a) illegal possession and possession of military guns;
(2) Illegally holding or hiding one non-military gun that fires gunpowder bullets or two or more other non-military guns powered by compressed gas;
(3) illegally holding or hiding more than 20 military bullets, more than 1,000 air gun lead bullets or more than 200 other non-military bullets;
(four) illegal possession and possession of more than one Grenade;
(five) illegal possession and possession of ammunition, resulting in casualties and property losses.

According to this, it depends on whether your collection is standard guns. If it is a standard gun, even if it fails to fire, it will still be recognized as a gun according to Article 1, then the crime of illegal possession of guns or possession of guns and ammunition will be established.
