The development zone is divided into three industrial blocks: East Zone, West Zone and North Zone. Accelerate the development of textile enterprises mainly in socks industry, give full play to the advantages of cluster, upgrade the product grade and strengthen the brand building of the industry. Improve the supporting service facilities of the development zone, improve the quality of the ecological environment, actively develop services such as life, commerce and finance, and improve the supporting functions of the development zone.

The western center is mainly located in the Golden Triangle plot. Through the transformation and upgrading of the original commercial land, its commercial service function will be strengthened, and the service function of the West Center will be extended westward to both sides of Jiahai Highway.

Accelerate the comprehensive development of both sides of Luolong Road in the West District, gradually expand the economic scale of commercial services, and actively develop urban service industries such as leisure shopping and public services. By 2020, the urban construction land in the western district will be controlled at 9.2 square kilometers. The North District is the farthest from Haining City, relatively independent and underdeveloped, adjacent to Shanghai-Hangzhou Expressway, Shanghai-Hangzhou Railway and Changshan River, with convenient transportation and mainly undeveloped land.

The future development strategy of North District is to make full use of the advantages of external transportation and vigorously develop the logistics industry. Focus on developing growth industries with good development prospects, such as electromechanical integration, electronic information, new materials and export processing. Vigorously improve the construction of supporting facilities, build high-quality residential quarters with high standards, and improve the cultural taste of living.

The center of the North District is mainly composed of the land around the intersection of Wen Yuan Road and Gangkou Avenue. It is necessary to have a strong life service function to meet the functional needs of relatively independent development.

A comprehensive logistics base with relatively large scale, complete functions and wide service radius is planned and built in the northwest corner of the North District to promote the development of logistics industry in Haining.
