Through the drill, the county government and relevant departments will further improve their emergency response ability and ability to deal with sudden geological disasters, raise people's awareness of disaster prevention and avoidance, evacuate quickly and orderly when imminent disasters occur, minimize the losses caused by mud (slag) debris flow geological disasters, and safeguard people's lives and property safety.

Second, the task of emergency plan exercise

The task of this geological disaster emergency plan drill is: the waste rock pile left over from historical mining in Tongnaicun iron mine area of Fuxin Town, Fumeng County may be caused by continuous rainfall, heavy rainfall and other factors, and mud (slag) stone flow may occur. In case of emergency, start the Emergency Plan for Sudden Geological Disasters in Fumeng County and the Emergency Plan for Sudden Geological Disasters in Fumeng County Land and Resources Bureau in time. Under the unified leadership of Fumeng County People's Government and Fumeng County Land and Resources Bureau, organize and direct relevant departments to perform their respective duties, organize the rapid, orderly and safe evacuation of more than 30 households in the southwest corner of Tongnai Village in the mud (slag) debris flow danger zone, and take effective disaster prevention and mitigation measures as soon as possible.

The debris flow area of Tongnaicun Iron Mine in Fuxin Town, Fumeng County is located in the area of Tongnaicun in Fuxin Town. According to the report of Liaoning Engineering Survey and Design Institute (Environment 20 1 1) and the field investigation and analysis, this area is a potentially unstable debris flow ditch, and the loose materials that are easy to produce mud (slag) debris flow include Quaternary loose accumulation soil and gravel in natural valleys and loose accumulation of historical waste rock produced by long-term mining. The total storage capacity is about 500,000 cubic meters, and the upstream catchment area is about 12 square kilometers. In the case of sudden rainfall and long-term rainfall, about 6,543,800 cubic meters of loose earth and stone and waste rock are easy to transport, which has the terrain and loose material conditions to produce mud (slag) stone flow, and once it happens, it will threaten the life and property safety of some residents in the southwest corner of Tongnai Village.

There are emergency rescue and evacuation plans for landslide hidden danger points, and threatened people hold "disaster prevention and avoidance cards".

(2) Disaster setting

In the case of continuous heavy rainfall, about 6,543,800 cubic meters of loose earth and stone and waste rock were transported, resulting in a small mud (slag) rock flow, which threatened the life and property safety of some residents in the southwest corner of Tongnai Village.

V. Organization and preparation of emergency plan drills

The task is to organize experts to conduct on-the-spot investigation, find out the conditions, trigger factors, influence scope and personnel and property losses of disasters, and determine the level of geological disasters; Set up professional monitoring outlets to monitor and evaluate the stability of the current situation of disaster points; Put forward measures to prevent or delay the recurrence of geological disasters that may occur again; Provide specific and accurate weather forecast at the disaster site; Put forward the best route for evacuation and transfer of personnel and property and opinions on temporary resettlement sites for victims; Complete other tasks assigned by the emergency rescue and disaster relief headquarters for sudden geological disasters in Fumeng County.

Material preparation: total station, GPS locator, various observation, mapping and recording equipment.

C. Emergency rescue team: headed by the Minister of Armed Forces of Fumeng County, and composed of personnel from the Armed Forces of Fumeng County, public security fire brigade, Fuxin Town Government and relevant departments. The tasks are: quickly organize reservists and militia to rush to the disaster area to organize emergency rescue and disaster relief, and be responsible for organizing and guiding people in distress to carry out self-help and mutual rescue work; Responsible for the unified mobilization and command of the on-site rescue team and the implementation of on-site rescue and disaster relief; Responsible for implementing safety measures for emergency rescue and disaster relief, rescuing people in distress and transferring state property at the disaster site; Complete other work assigned by the on-site emergency rescue and disaster relief headquarters.

Material preparation: fire truck, pickaxe, shovel, necessary construction machinery, etc.

D Traffic Security Group: headed by the director of Fumeng County Public Security Bureau, the members are composed of county public security bureau, traffic bureau, county traffic police brigade, armed police squadron, Fuxin town government and staff of relevant departments. The tasks are: to set up a traffic safety management team quickly; Maintain social order and traffic order at the disaster site; Responsible for public security and the detection of criminal cases in disaster areas; Enforce martial law blockade on the site of geological disaster areas; Organize on-site public security patrol protection in disaster areas. Responsible for evacuating irrelevant personnel in the disaster-stricken areas and assisting the emergency rescue team to transfer the disaster situation.

Material preparation: necessary police equipment.

E medical and health group: headed by the director of fumeng county health bureau, and composed of personnel from health bureau, emergency center of people's hospital, Fuxin town hospital, Fuxin town government and relevant departments. The tasks are: quickly set up and mobilize the on-site medical rescue team; Responsible for contacting, designating and arranging hospital treatment, organizing and directing the injured people on site to receive first aid and be transferred to hospital for treatment, so as to reduce casualties; Responsible for mobilizing and arranging medical equipment and ambulance vehicles; Responsible for asking for help from higher medical institutions; Do a good job in health and epidemic prevention in disaster areas to ensure that all kinds of infectious diseases do not occur after the disaster.

Material preparation: drugs and medical devices; 120 ambulance1; 3 stretchers; 3 epidemic prevention sprayers.

F Logistics Support Group: headed by the director of Fumeng County Civil Affairs Bureau, it is composed of the main leaders of Civil Affairs Bureau, Transportation Bureau, Finance Bureau, Fuxin Town Government and staff of relevant departments. Its tasks are: to be responsible for the timely and full arrival of emergency rescue and disaster relief funds; Responsible for the temporary resettlement of victims; Responsible for the transportation, storage and distribution of relief materials; Provide basic necessities and living security for disaster relief personnel. Ensure the priority of emergency rescue and disaster relief command and communication.

Material preparation: 3 tents, 5 quilts, 5 bags of rice, 5 barrels of cooking oil, 1 disaster relief material transport vehicle, 2 folding beds, 2 tables and 5 chairs. Prepare raincoats, umbrellas (30 raincoats and 30 umbrellas), small generators and lighting equipment needed for emergency rescue in rainy days.

2. Preparation for emergency plan drills

(2) The traffic security team should be familiar with the risk of mud (slag) debris flow disaster and the relevant situation of dangerous areas, formulate traffic control and safety protection measures in disaster areas, solve related problems, and prepare warning signs to block roads and roads and prohibit entry into dangerous areas.

(3) The disaster and danger investigation and monitoring team should be familiar with the geographical environment of mud (slag) stone flow in XXX iron mine area of Fuxin Town, Fumeng County, set up monitoring signs, and monitor the resettlement sites and monitoring records with total station.

(4) The emergency rescue team and logistics support team should be familiar with the geographical environment of mud (slag) stone flow in XX iron ore district, Fuxin Town, Fumeng County, understand the evacuation route of the masses, the temporary resettlement sites for the victims and the temporary location of the health rescue station, and do a good job in emergency rescue, material storage and transportation and related equipment and equipment transportation.

3. Emergency plan drills.

9:25: The leaders of the Bureau of Land and Resources of Fumeng County received a report from the emergency team: "The rainfall around the iron mine area of Tongnai Village, Fuxin Town, Fumeng County continued, and many hillsides and waste piles collapsed, and debris flows were in a state of formation, with a trend of further development and strengthening. Small-scale debris flow disasters may occur. It is recommended to report to the county government as soon as possible and start the emergency plan for sudden geological disasters in the county. "

9:30: The leaders of the Bureau of Land and Resources of Fumeng County reported the situation to the county people's government and suggested starting the emergency plan for sudden geological disasters in Fumeng County.

Fumeng County People's Government and emergency headquarters, the county geological disaster, reported to Fuxin Municipal Government that a small debris flow disaster occurred in this area. With the consent of Fuxin Municipal People's Government, the emergency plan for sudden geological disasters in Fuxin City was launched, and the emergency rescue headquarters for geological disasters in Fuxin City was established, and the heads of the member units of the headquarters were informed to immediately rush to the iron mine in Tongnai Village, Fuxin Town, Fumeng County for centralized standby.

Emergency rescue team: broadcast alarm information by high-pitched broadcast, ring gongs to urgently inform people in dangerous areas to move in an orderly and safe manner according to the original route, and quickly organize people and materials in disaster areas to evacuate to various resettlement sites in an orderly and safe manner.

The disaster investigation and monitoring team reported that with the continuous increase of rainfall, water with a large number of loose materials such as earth and stone gathered to form a large-scale fluid flowing downstream, and debris flow was in the process of development. Debris flow is about to cross a narrow river valley from the east of Tongnai Village to the west of Tongnai Village. Due to the accumulation of waste rocks on both sides, the discharge of debris flow is blocked, and some residential buildings adjacent to the river in Tongnai Village where the fluid passes are damaged.

Medical and health group: organize medical and health emergency rescue teams to enter the disaster area to rescue and transfer the wounded and sick.

Logistics material support group: responsible for the resettlement of the victims transferred to the temporary resettlement sites, conscientiously consolidating the propaganda ideas of the victims in each resettlement site, solving the problems of food, clothing, housing and transportation of the victims, and ensuring smooth communication between disaster relief and emergency command.

10:30: Start evacuation.
