At the same time, the Administration began to continue to implement the second phase reconstruction of the discharge project, and successively opened the diversion bottom hole of the original construction of No.9 ~10 overflow dam, added one door and one machine, rebuilt the gate slot, and expanded the No.6 and No.7 discharge and sand discharge steel pipes into generator sets. Before 2000, the bottom holes 1 1 and 12 were further opened, so far, the diversion bottom holes 12 were all opened. The reconstruction project has not been completely completed. From 1986, Tongguan elevation began to rise again.
