China's fire fighting force is mainly composed of public security fire brigade, local government full-time fire brigade and enterprise full-time fire brigade, with public security fire brigade as the main force. The public security fire brigade is an integral part of the administrative law enforcement and criminal justice forces of public security organs. It is a militarized management fire fighting force under the leadership of public security organs. Implement the three major orders of the People's Liberation Army and the military service system, and incorporate them into the armed police sequence. The management system of leadership, compartmentalization and hierarchical management of public security organs shall be implemented. All provinces, autonomous regions and municipalities directly under the central government should establish fire brigades, which are divided into four departments: division, administration, diligence and prevention. All localities, cities, prefectures, leagues and municipalities directly under the Central Government have fire brigades and squadrons.

The training base for police officers of the Fire Department of the Ministry of Public Security, the Kunming Fire Command School and the Nanjing Fire NCO School are the educational institutions of the public security fire brigade.

Fire research institutions mainly include four subordinate fire research institutes, namely, tianjin fire Institute of the Ministry of Public Security, Shanghai Fire Research Institute of the Ministry of Public Security, Shenyang Fire Research Institute of the Ministry of Public Security and Sichuan Fire Research Institute of the Ministry of Public Security. China Fire Protection Association is a national fire protection organization. All provinces, autonomous regions and municipalities directly under the Central Government have provincial fire protection associations, which mainly carry out academic exchanges on fire protection, popular science on fire protection, scientific and technological services, industry management and international non-governmental exchanges. The fire protection industry organizations mainly include the fire protection product conformity assessment center of the Ministry of Public Security, the national fixed fire extinguishing system and refractory component quality supervision and inspection center, the national fire protection electronic product quality supervision and inspection center, the national fire protection equipment quality supervision and inspection center, the national fire protection building materials quality supervision and inspection center and the fire protection professional skill appraisal guidance center, which undertake the fire protection product quality evaluation and the fire protection industry-specific professional skill appraisal work respectively.
