We often refer to in-depth reports on vulnerable groups. However, many things that need depth in reports about vulnerable groups are covered up by superficial pursuit of novelty. What does our media care about? What do our media audience care about? Many stories are full of ups and downs, but few media ask about the defects of China's social assistance system. This is more meaningful news about vulnerable groups! It is the concern for the disadvantaged groups that media people can really do, and it is the performance that reflects social fairness. Looking back at all kinds of news frames involving vulnerable groups, we will find that what we said is equal to nothing-we pay attention to sensational stories, but what is ignored is the social problems behind this fact.
1. Definition and characteristics of vulnerable groups
Vulnerable groups, also known as social vulnerable groups and social vulnerable groups, are mainly used to analyze the concept of unfair distribution of economic interests and social power and uncoordinated and unreasonable social structure in modern society. In March 2002, Premier Zhu Rongji used the term "vulnerable groups" in his government work report at the Fifth Session of the Ninth National People's Congress, which made the vulnerable groups a very popular concept and attracted widespread attention at home and abroad. At present, the vulnerable groups in China have the following five important characteristics as a whole: (1) The main body of the vulnerable groups is the social vulnerable groups. (2) There are many people in the existing vulnerable groups who have made contributions under the original system. (3) At present, vulnerable groups appear under the condition of intensified social differentiation, and many people have a strong sense of relative deprivation. (4) The current globalization process is likely to have a more adverse impact on the domestic vulnerable groups, and may continue to expand the scale of the vulnerable groups. (5) At present, our support for the disadvantaged groups is still very limited, and it is difficult to effectively change their disadvantaged position.
2. Problems in the reports of vulnerable groups
Here, the author thinks about the main problems existing in the current reports of vulnerable groups from the following aspects.
2. 1 Lack of humanistic care for the registration of vulnerable groups.
The report of vulnerable groups lacks government supervision. Although policy reports are common in reports targeting vulnerable groups, such reports only describe policies in general. At best, the news media only replaced the propaganda department of the government, but the supervision of the government itself was obviously lacking. However, it is obviously infeasible and impossible to rely on the media to solve the specific difficulties of a large number of vulnerable groups in China. This important task will eventually be undertaken by the government. At present, many media's policy reports focus on the secondary aspects of the problem; The main aspect of the problem, that is, the feasibility and actual effect of government policies, has been seriously ignored.
To sum up, the author believes that when the media reports on the vulnerable groups, they should first have a clear positioning of themselves, enhance their sense of social responsibility in the process of news planning and editing, and strive to approach, appreciate and help the vulnerable groups with an equal attitude. Only in this way can the humanistic care of the report be truly reflected to the maximum extent on the premise of maintaining the authenticity of the news.
3. Principles to be followed in reporting vulnerable groups
3. 1 The report of vulnerable groups cannot lack justice.
The classic definition of justice comes from the ancient Roman jurist Urbian: Justice is the eternal will to make everyone get what he deserves. In fact, based on the concept of fairness and justice in modern society, the assistance of the state and society to the vulnerable groups is not only "deserved" by the state and society, but also "deserved" by the vulnerable groups. The principle of justice is mainly embodied in the following two aspects. "
First, living in society, everyone's interests depend on the social cooperation system. The strong benefit more from social cooperation because they have more social resources; However, the weak benefit less from social cooperation because of their disadvantaged position. Therefore, for the strong, its assistance to the weak is only a compensation that should and must be paid; For the weak, the assistance they receive is their "deserved" share. Only by standing on this bottom line can the news media be full of humanistic care for the reports of vulnerable groups. Really realize social fairness and justice.
Second, the right to subsistence and development is a basic human right, which can only be distributed among people based on the principle of complete equality. The foundation is that everyone is a member of society. Although people have different abilities and contributions, their contributions are exactly the same when building a society. Therefore, people should enjoy basic rights completely and equally.
3.2 The coverage of vulnerable groups should not be less, but should be respected.
Vulnerable groups are at a disadvantage in social status and social resources, so their personal dignity is more vulnerable to infringement than strong groups. In real life, cases of violating the personal dignity of vulnerable groups due to news reports occur from time to time. Some are perceived by people, others are taken for granted, and they turn a blind eye to their moral illegality. There are many reasons for this situation, which may also involve very complicated social psychological analysis, but some improper practices of the news media undoubtedly solidified this mentality inadvertently. Therefore, standardizing the behavior of news media and respecting the personal dignity of vulnerable groups in news interviews and news reports are serious problems that the press must face.
Respect personal privacy. Privacy is a basic right enjoyed by citizens according to law. In recent years, due to the increasingly fierce competition among the media, news communicators often ignore news ethics and blindly pursue the effect of news communication in order to win audience and market share, which leads to the anomie of news moral behavior and seriously damages the privacy rights of citizens, especially vulnerable groups. Therefore, in news interviews and reports, especially those involving vulnerable groups, respecting the privacy rights of the interviewees should be a professional ethics that every journalist should always bear in mind.
4. Conclusion
To sum up, the news media should first correct their reporting attitude towards vulnerable groups. News media should keep an innocent conscience when reporting vulnerable groups. Secondly, the media should also pay attention to showing certain humanistic care when reporting the socially disadvantaged groups. In reporting, the media should pay more attention to humanistic care, report to the vulnerable groups equally, do not put themselves in a strong position, report to the vulnerable groups sympathetically, and do not label this group at will. In short, the news media is the mouthpiece of the whole society, and what it says has a certain guiding role for the masses. Especially in the report of social vulnerable groups, we should abide by the basic ethics and achieve the principle of "informed consent". Social reporting can only be carried out with the consent of the reporter, otherwise, there will be insufficient humanistic care in the report. I think the ethical principles in these reports need the joint efforts of comrades in the media to put them into practice.
