Employees refuse to listen to advice and resolutely refuse to do it. You can write a document stating that employees still voluntarily refuse to pay social security despite the company's painstaking persuasion, and both parties sign it for confirmation. Then you can fire your employees without paying financial compensation.

Article 26 The following labor contracts are invalid or partially invalid:
(3) Violating the mandatory provisions of laws and administrative regulations.
Article 39 The employing unit may terminate the labor contract under any of the following circumstances:
(two) a serious violation of the rules and regulations of the employer;
(5) The labor contract is invalid due to the circumstances specified in Item 1 of Paragraph 1 of Article 26 of this Law;
